the config crate was not yet properly structured after yesterdays prs, and when I started to look into integrating dblint into the CLI I released
RuleSelectorwas still just working withlinterand did not have support for selectingsplinterrules. this pr fixes both. also fixed thejust readycommand to run codegen in the correct order by generatingsplinterfirst.
