test: spin postgres docker automatically in test suites

This PR implements automatic PostgreSQL + PostGIS container startup for development and testing.

Problem

PostgreSQL setup has been consistently problematic, especially when test suites require specific PostGIS versions. Recent issues with version mismatches (older PostGIS linked to newer PostgreSQL) have caused significant development delays. Also, prior to this PR there were several undocumented configuration steps (required versions of postgres and postgis, fallback URLs, where to set the environment variable, etc).

Changes

• Zero-config PostgreSQL: Automatically starts ghcr.io/payloadcms/postgis-vector:latestcontainer when PAYLOAD_DATABASE=postgres
• Smart performance: Fast startup (~100ms) when container exists, and reuse the container if it is already running.
• Unified implementation: Single startDatabases.ts handles both MongoDB Memory Server and PostgreSQL Docker for dev and testing
• Manual control preserved: Optional pnpm docker:postgres scripts for advanced use cases

Usage

# Automatic PostgreSQL (new)
PAYLOAD_DATABASE=postgres pnpm dev fields
PAYLOAD_DATABASE=postgres pnpm test:int:postgres fields

# MongoDB still works as before
pnpm dev fields
pnpm test:int fields

You can completely uninstall Postgres from your computer and it will still work!

Note: MongoDB could benefit from similar auto-start improvements in the future, but PostgreSQL was prioritized due to its configuration complexity and version compatibility issues.
