Add rstcheck to pre-commit

Description

Catch rst issues at commit time instead of publishing to pypi time. We are ignoring reports with lower level than warning that are mostly about more than one links to the same resource (and not reusing the same name), the automodule directive since it breaks rstcheck and the scm_web and scm_raw_web roles since they are custom and not recognized.
