修复TODOs的bug #3112

主要修复的代码文件

1.Context::UpdateAppliedIndex 函数修复
2.PersistAppendBinlog 函数中的原子性问题
3.ApplyBinlog 函数中的轮询等待问题

解决问题的思路

1.重新启用applied_win_.Update调用，修复了滑动窗口不同步的问题
2.添加order_mu_互斥锁，确保日志追加和稳定存储的原子性
3.使用条件变量替代轮询等待，优化了异步写入任务的等待机制
