Description

• fix [mgmt] release azure-resourcemanager-test for self-serve premium packages #45957
• use unreleased version of azure-resourcemanager-test for premium packages to be separated
• Not touching azure-resourcemanager, azure-resourcemanager-samples, azure-resourcemanager-perf
