After some investigation, this isn't a specific regression in 16.3, as I could reproduce the issue in 16.2.

The scenario to reproduce it is...

1. Create a new template (at root or elsewhere)
2. Set the Master Template somewhere else
3. Save the template
4. UI will force a reload of the workspace, the Layout will be updated (client-side only)
5. Navigate elsewhere, see the Discard Changes prompt

The cause of this is with step 4, when the UI reloads the workspace data, it is based on the original "create" scaffold (e.g. wherever you press Create in step 1), and the Master Template is reverted to the original location. This causes the template's Layout to be updated on the client, prompting the Discard Changes modal.

If a child template is created in the target location, this scenario doesn't happen.

I'll look to get a fix for AB#57024.
