Improving @Container use cases when containers depends on each other

Hi,
context and proposal are described in #8823 also with PR.

The problem is that I need to create an ordered list for starting containers. To avoid that because we try to use @container annotation deferred reads are required.

If the proposal is not acceptable please provide reasons.
