XCFramework failed to archiving #438

Description
i have a package depends on you and at the last update to support swift 6 i can't archive my framework with this error
The following build commands failed: SwiftEmitModule normal arm64 Emitting\ module\ for\ SwiftUI Introspect
and i'll attach all screens to investigate this.

archiving normally like before changes for swift 6 support

failed to depend on your package for xcframeworks
Steps to reproduce
- add introspect as package inside framework target and try to archive this target as xcframework
