Have a canonical Zulip link for each goal #291
Description
Every goal should have a go-to place that team members (and others) can go to for clarification questions and anything else related to the goal. The current advice seems to be "For general questions or comments, please contact the owner(s) directly", which is odd advice to give (contact them how?) and not something I've seen anywhere else in our process.
For instance, this could take the form of a Zulip link that is prominently featured somewhere in the goal issue. For some goals that might link to a dedicated channel, for others it might just be a topic in some other channel; the details can vary but the way to find that place should be uniform.
