SlidingSync support

It seems this new tech makes login and sync much faster. It's also required to use Element X.

Synapse and Dendrite require PostgreSQL for this to work (as opposed to default SQLite) and Conduit is working on implementing this without a database requirement (since they do NoSQL and don't support PostgreSQL).
