`StreamValidationOp` should disable node rewards before balance validations

To validate record stream balances vs. HAPI `GetAccountBalance` queries, we need a guaranteed "quiet period" without balance adjustments.

But with node rewards enabled, a balance change could happen without any top-level transaction triggering it and flake a CI check by failing the validator.
