Curious have you used this on deployments? Seems the issue when using this config/sync is:

not sure if ignoring that single file would work in .dockerignore or how to best to handle using this build on local development as well as once deployed... obviously the uuid changes, not sure best way to handle for updating on a local, dev, prod setup for this code base.

Thoughts?

I know that I'm late to the party, but running something like endor/bin/drush cset system.site uuid <ORIGINAL-SITE-UUID> -y would allow applying the exported configuration and restoring the "state of the art".
NB! Please note that depending on the profile, language and maybe something else, you might need to make additional steps like removing shortcuts and possibly more.

That should be the standard approach when you deal with restoring from the exported configuration.
