Set bufname for scratch buffers

Set bufname for scratch buffers created with prt.ui.Target.* (buftype=nofile) to "Parrot: <topic>" to make them easily identified (if I want to return and review)

Hi @edshamis, :new is a native Vim command to create a scratch buffer. Rather than overwriting this behavior, I would suggest you create a shortcut to save such a buffer to a file in /tmp or something with :w or :saveas.

In case I get you wrong, please provide me with a very specific hook that serves as an example. To return and review, the chat buffers are the right thing to use.
