[Dev] Moonshot runner for doc

@amontoison can you please add runner moonshot for the action below (that builds the doc)? then i will update the code so that it runs on GPU when CUDA is available 🤞🏽(CPU otherwise)

PS: You can't target another GitHub runners if moonshot is down (to the best of my knowledge).

@jbcaillau I quickly setup moonshot on this repo.
You can use it for the documentation with something like this:

thanks @amontoison is the action conditional to the presence of a CUDA device? my point is:

• try to run on moonshot if it is available, with Julia code in the doc running conditionally on GPU if it is available, on CPU otherwise (will work both on moonshot and GitHub runners)
• default to GitHub runners if moonshot is down

The action is not conditioned to CUDA, it is just an env variable and if you don't have GPUs, it will not be used.

You need to specify the runner when you do CI and I don't if we can default to another runner if the self-hosted is down.
