Timezone not functional, breaks 2fa

Steps To Reproduce

Add TZ=Europe/Amsterdam to the ENV
Recreate the container

docker exec bitwarden date

Expected Result

The datetime of the chosen TZ

Actual Result

UTC datetime

• I understand that work is tracked outside of Github. A PR will be linked to this issue should one be opened to address it, but Bitwarden doesn't use fields like "assigned", "milestone", or "project" to track progress.

docker exec bitwarden ln -s /usr/share/zoneinfo/Europe/Amsterdam /etc/localtime

This fixes it for now, but needs to be run every time you update/recreate the container.
