[Bug]: on 403, purge old cognito cookie and retry with new credentials #583
Description
When PutRumEvents gets 403'd, it's possible that the unauthenticated cognito cookie is expired, or simply for the wrong app monitor. In this case, aws-rum-web should get new credentials and retry once.
