An unhandled exception

Hi,
I've got an exception when I try to start debug.
I just cloned the code and started it. Nothing else
Enviroment:

• Windows 10 Visual Studio 2019.
• Node.js 12.18.4 (x64) and npm.
• @vue/cli@4.5.6
• @vue/cli-service-global@4.5.6

Sometimes i have this problem.
Just restart debugging and it starts working.

Some services (node) do not have time to start.

I tried it many times. On my Surface and on my PC.
Everytime I got this exception.
