Tkinter_designer installation Error #380

I am trying by the instruction following by the youtube video

download file from the github
call the folder in cmd
create virtual environment
create venv folder
go to \scripts and active venv
back to main folder
pip install requirements
in this requirements pillow is not installed i have tryed using pipwin also but not use can anyone know the solution
