🧐 Motivation

An RLP library is needed when transactions need to be encoded and hashed on-chain. This is especially relevant in the context of layer 2 solutions. Having an RLP library part of the contracts library would extend its utility toolkit for such projects.

📝 Details

Implement an RLP library that supports the encoding of most common Solidity types and lists as well as decoding of RLP encoded elements.

Strongly in favor of adding RLP decoding, it’s essential for verifying historical block headers:

1. Get RLP-encoded block header offchain

2. Hash and compare to known blockhash onchain

This could be extended with MPT proof verification to enable account, storage, event, and transaction proofs.
