Add CI workflows for PR/deploy via GitHub Actions

Add deployment to the repo as a reproducible aspect of CI outside of non-public scripts:

• Add secrets to repo for publish profile for Azure
• Add GitHub Actions workflow for build/test for PRs on dev
• Add GitHub Actions workflow for deployment from main
