Would it be possible to implement remote web control of SMS messages in Fossify Message, like https://messages.google.com/?

Or is this totally outside the scope of the project, and if so, do you know of an Open Source alternative?

Possible, yes. It's not on the roadmap as all Fossify apps operate without internet access.

I'm unaware of any, but I'm sure there is at least one.
