Search a program's toolbar commands?

So I was thinking how on the new MacOs spotlight, will now be able to search within an app comands, this was possible before on Mac under the help menu. (File, Edit, View)

However windows isn't very standard when it comes to this, browsers don't really have those options on a classic menu, althought I wanna use this on Photoshop, Illustrator, InDesign... I think sometimes it might be fasster to type "levels" that going into the menu or trying to add one more shorcut. Blender has a global search where this works fantastically well since there are so many options/commands sometimes I use the search because is just faster.

I wonder if this is possible, whether a plugin needs to be made, or flow source code needs something to do this and if so, if Windows makes this easy to implement.
